Vanuatu Citizenship by Investment
The fastest and lowest-cost citizenship program Indohill tracks — approval in as little as 30 to 60 days.
Vanuatu Citizenship by Investment Overview
Vanuatu's Development Support Program (DSP) grants citizenship of the South Pacific archipelago nation to qualifying applicants in exchange for a non-refundable contribution, processed through the country's dedicated citizenship commission at a pace no other program Indohill tracks can match.
Launched in 2017, the DSP has become known specifically for its speed: approval in principle can be obtained in as little as 30 to 60 days from a complete application, with citizenship and passport following shortly after an online oath ceremony. Combined with a $130,000 single-applicant entry price, this makes Vanuatu the fastest and lowest-cost citizenship program in Indohill's tracked comparator.
Benefits of Vanuatu Citizenship by Investment
- Citizenship for life, at the lowest minimum contribution of any program Indohill tracks
- The fastest processing timeline Indohill tracks — approval in principle in as little as 30 to 60 days
- No personal income tax, capital gains tax, or inheritance tax for citizens
- Dual citizenship is permitted under Vanuatu law
- Family pricing is tiered rather than charged per dependant from a fixed base, which can favor larger families
- No requirement to reside in Vanuatu before or after citizenship is granted
Requirements
The main applicant must be at least 18 years of age and pass background due diligence. Applications must be filed through an authorized DSP agent. Contribution amounts scale with family size rather than a flat per-dependant add-on:
1. Single Applicant
A non-refundable contribution of $130,000.
2. Married Couple
A non-refundable contribution of $150,000, covering both spouses.
3. Family of Three or More
A non-refundable contribution starting from $165,000, with an additional $10,000 per further dependant beyond the base family unit.
Procedure
Applications are filed through an authorized DSP agent — direct applications are not accepted — and reviewed by the Vanuatu Citizenship Commission (VCC), the government body responsible for administering the Development Support Program. Approval in principle is typically issued within two weeks of a complete submission — markedly faster than any other citizenship program Indohill tracks.
Once approved, the applicant completes payment of the full investment amount corresponding to their family size. Citizenship is then formalized through an online oath ceremony, with the Vanuatu passport typically issued shortly after.
Fees & Costs
Beyond the Development Support Program contribution itself, applicants pay government due-diligence fees per applicant and dependant, plus separate legal and agent fees for application preparation. Indohill discloses the full statutory and legal fee breakdown for this programme, and every other programme we track, in the Global Matrix Marketplace fee breakdown tool before you commit to anything.
The DSP contribution is non-refundable once submitted to government, including if an application is ultimately declined after due diligence.
Dual Citizenship
Vanuatu permits dual and multiple citizenship without restriction. Whether your current country of nationality allows you to also hold Vanuatu citizenship depends on that country's own rules, which Indohill confirms during the discovery process before any program is recommended.
Background & Legal Considerations
Vanuatu's citizenship-by-investment programme operates under the Citizenship Act (Cap 112), with the Development Support Program itself established by Regulation Orders No. 215 and 216 of 2016, which came into force on 1 January 2017. These orders grant honorary citizenship to qualifying foreign nationals who make the required economic contribution, administered by the Vanuatu Citizenship Commission.
