Luxembourg Investor Residence Permit

Residence in one of Europe's wealthiest, most stable financial centres, through a genuine business investment — real estate is explicitly excluded from this route.

Minimum Investment
€500,000
Key Benefit
A Luxembourg residence permit through a genuine job-creating or job-sustaining business investment, in one of the EU's highest-GDP-per-capita jurisdictions and a major European financial centre.

Luxembourg Investor Residence Permit Overview

Luxembourg established its investor residence route under Article 53bis of the Immigration Law, effective 8 March 2017, administered by the General Department of Immigration within the Ministry of Home Affairs. Business-investment project approvals of €500,000 are handled by the Ministry of the Economy, while management-structure and financial-deposit routes are handled separately by the Ministry of Finance.

Luxembourg's programme is notable for explicitly excluding real estate purchases as a qualifying investment — the route is designed to channel capital into genuine business activity rather than property.

Benefits of Luxembourg Investor Residence Permit

  • Residence in Luxembourg, one of the EU's wealthiest and most stable jurisdictions, and a major European financial centre
  • The investment channels capital into genuine business activity — job creation or job retention — rather than a passive asset
  • Access to the EU single market and Schengen-area travel from a highly connected, central European base
  • A well-established legal framework in force since 2017, rather than a newly introduced or untested scheme

Requirements

The main applicant invests in an existing or newly formed Luxembourg company, meeting a defined employment condition:

1. Investment in an Existing Luxembourg Company

A minimum of €500,000 in an existing Luxembourg company, maintaining current employment levels for a minimum of 5 years.

2. Investment in a New Luxembourg Company

A minimum of €500,000 in a newly formed Luxembourg company, creating at least 5 jobs within 3 years.

Procedure

Business-investment applications (the €500,000 existing- or new-company routes) are reviewed by the Ministry of the Economy for project viability and job-creation/retention terms, while the General Department of Immigration processes the residence permit itself. The initial permit is valid for up to 3 years; renewal requires the investor to demonstrate having spent a significant length of time in Luxembourg (at least 6 months).

Fees & Costs

Beyond the €500,000 business investment itself, applicants pay General Department of Immigration processing fees, Ministry of the Economy project-review costs, and separate legal and business-plan advisory fees. Indohill discloses the full statutory and legal fee breakdown for this programme, and every other programme we track, in the Global Matrix Marketplace fee breakdown tool before you commit to a specific business plan.

Real Estate Does Not Qualify for This Route

Luxembourg's investor residence permit explicitly excludes real estate purchases as a qualifying investment — unlike Portugal, Greece, or Cyprus, a property purchase alone will not satisfy this programme's requirements. Indohill confirms this distinction clearly with every client considering Luxembourg.

Background & Legal Considerations

Luxembourg's investor residence permit was established under Article 53bis of the Immigration Law (Loi sur la libre circulation des personnes et l'immigration), effective 8 March 2017. Business-investment approvals are handled by the Ministry of the Economy, with the residence permit itself administered by the General Department of Immigration.
