Jordan Citizenship by Investment
Full Jordanian citizenship through a job-creation investment, with criteria recently revised by the Council of Ministers and no mandatory physical residency requirement.
Jordan Citizenship by Investment Overview
Jordan grants citizenship to qualifying investors through criteria set by the Council of Ministers, most recently amended on 15 July 2026 — a decision on the criteria applied to investors, rather than an amendment to the underlying Jordanian Nationality Law itself. The programme offers a direct route to citizenship with no mandatory physical residency requirement.
Upon meeting the investment requirement, the applicant initially receives residency; a temporary Jordanian passport is then issued for three years, after which full citizenship is granted once all conditions have been maintained throughout that period.
Benefits of Jordan Citizenship by Investment
- A direct route to full Jordanian citizenship, with no mandatory physical residency requirement
- Multiple investment routes at different price points depending on project type and location within Jordan
- Dual citizenship generally permitted, subject to standard Jordanian nationality rules
- A well-defined, government-published set of investment criteria, recently revised for 2026
Requirements
The main applicant must be at least 18, hold a clean criminal record, and demonstrate the lawful source of all investment funds, choosing between equity or job-creation investment routes:
1. Job-Creation Project Outside Amman (Indohill's tracked route)
A minimum investment of JOD 500,000 (approximately $705,000) in a job-creation project located outside Amman — the lowest-cost of Jordan's investment routes.
2. Job-Creation Project Within Amman
A minimum investment of JOD 700,000 (approximately $985,000) for a comparable job-creation project located within Amman.
3. Listed Equity Route
Acquiring equity in Jordanian companies to the value of at least JOD 1,000,000 (approximately $1.4-1.5 million) — a route the July 2026 amendments made more demanding.
Procedure
The applicant completes the qualifying job-creation or equity investment, demonstrating the lawful source of funds, and submits an application under the Council of Ministers' current investor criteria. On approval, the applicant initially receives residency, followed by a temporary Jordanian passport valid for three years; full citizenship is granted once all programme conditions have been maintained throughout that three-year period.
Fees & Costs
Beyond the qualifying investment itself, applicants pay Jordanian government processing fees per applicant and dependant, plus separate legal and project due-diligence advisory fees. Criteria Were Just Revised in July 2026
Jordan's Council of Ministers amended investor citizenship and residency criteria on 15 July 2026, making the listed-equity route more demanding, widening property-ownership-based residence, and introducing a separate route tied to investment in Amra City. Indohill confirms the current, post-July-2026 criteria before every client engagement given how recently these changed.
Background & Legal Considerations
Jordan's citizenship-by-investment criteria are set by decision of the Council of Ministers, most recently amended on 15 July 2026 — this is a criteria-setting decision, not an amendment to the underlying Jordanian Nationality Law.
