Paraguay Investor Pass
Immediate Paraguayan permanent residency for a $70,000 total committed capital investment that creates five formal local jobs — Indohill's lowest-cost immediate-PR route in Latin America.
Paraguay Investor Pass Overview
Paraguay's Investor Pass came into force on 28 April 2026 under Resolution No. 0283/2026, granting foreign investors immediate permanent residency in exchange for a qualifying investment in a Paraguayan business. It is one of the most recently launched programmes on Indohill's Global Matrix.
The headline $70,000 figure is the total committed capital over 10 years, not a required initial lump-sum transfer — a documented $7,000 first-year transfer with a clear deployment plan is generally acceptable, though the full 10-year commitment remains legally enforceable.
Benefits of Paraguay Investor Pass
- Immediate permanent residency — not a temporary-to-permanent pathway — on issuance of an Investor Letter
- A genuinely low total capital commitment ($70,000) relative to most permanent-residency-by-investment programmes
- The initial cash outlay can be as low as $7,000 in year one, with the remainder committed over 10 years under a documented deployment plan
- A path to citizenship after just 3 years of permanent residency
Requirements
The main applicant submits a business plan creating formal local jobs, obtaining an Investor Letter from Paraguay's Ministry of Industry and Commerce:
1. Business Investment with Job Creation
A total committed capital of $70,000 over 10 years into a Paraguayan business, guaranteeing the creation of at least 5 formal jobs for Paraguayan nationals. The qualifying asset must be commercial or income-generating — personal and family-use property is explicitly excluded under Resolution 0283/2026.
Procedure
The applicant submits a detailed business plan guaranteeing the creation of at least 5 formal local jobs, together with legal documentation (passport, criminal record certificate, and proof of the legal source of investment funds). On review, the Ministry of Industry and Commerce issues an Investor Letter, which is what confers Paraguay permanent residency.
Fees & Costs
Beyond the $70,000 total committed capital, applicants pay Ministry of Industry and Commerce processing fees, plus separate legal and business-plan advisory fees. Indohill discloses the full statutory and legal fee breakdown for this programme, and every other programme we track, in the Global Matrix Marketplace fee breakdown tool before you commit to a specific business plan.
Personal-Use Property Is Explicitly Excluded
Resolution 0283/2026 explicitly excludes personal and family-use property from qualifying as the Investor Pass's underlying asset — the investment must be commercial or income-generating. Indohill confirms this distinction clearly with every client, since a personal residence purchase alone will not satisfy this programme.
Background & Legal Considerations
Paraguay's Investor Pass operates under Resolution No. 0283/2026, which came into force on 28 April 2026 within Paraguay's existing migration legislation framework, and is administered by the Ministry of Industry and Commerce.
