Requirements
The main applicant must meet net-worth, management-experience, and French-language conditions, then complete a defined investment and contribution:
1. Investment + Non-Refundable Contribution
A net worth of at least CAD $2,000,000, willingness to invest at least CAD $1,200,000 with a Quebec financial intermediary, plus a non-refundable CAD $200,000 contribution funding Quebec's Business Assistance – Immigrant Investor Program and its labour-market development fund. The principal applicant must have held management experience for at least 2 of the last 5 years, and demonstrate oral French proficiency at Quebec level 7.
Procedure
The applicant submits a QIIP application demonstrating net worth, management experience, and French-language proficiency, alongside the investment and contribution commitment. Following approval, foreign nationals using QIIP are required to remain in Quebec for at least 12 months — a minimum of 6 months completed by the main applicant, with the remaining 6 months completable by the main applicant and/or accompanying family. Effective 1 January 2026, the fee to review a principal applicant's QIIP application is CAD $18,241, with no additional fee for an accompanying spouse or dependent children.
