Antigua and Barbuda's Citizenship by Investment Programme grants nationality of the twin-island federation to qualifying applicants and their dependants in exchange for a non-refundable contribution to the government, subject to a formal application and background-check process administered by a single dedicated unit.
Since 1 July 2024, Antigua and Barbuda is one of five Eastern Caribbean states bound to a shared US$200,000 minimum floor under an OECS Memorandum of Agreement, alongside St Kitts and Nevis, Dominica, Grenada, and St Lucia. Its own National Development Fund contribution sits at $230,000 for a family of up to four — among the more competitively priced routes within that group.

Requirements
The main applicant must be at least 18 years of age and pass background due diligence. Applicants must engage a government-licensed agent — direct applications to the government are not accepted — who prepares and submits the application on their behalf. Three qualifying investment routes are available:
1. National Development Fund (NDF)
A non-refundable contribution of $230,000 for a family of up to four. This is the programme's standard entry point and the route Indohill tracks as the headline figure.
2. Real Estate Investment
Purchase of government-approved real estate, held for a minimum period before resale is permitted under programme rules. Typically priced above the NDF route once legal and holding costs are included.
3. Business Investment
A qualifying investment into an approved business enterprise, an alternative route for applicants seeking a commercial stake in the islands alongside citizenship.
Procedure
Every application is processed by the Citizenship by Investment Unit (CIU), the government authority established to administer the programme and license the agents authorized to submit applications on clients' behalf. Applications cannot be submitted directly to the CIU by an applicant — engaging a licensed agent is mandatory.
Once an application and supporting documentation (including medical examinations and police certificates) are submitted, the CIU conducts a background due-diligence review, typically taking three to six months. On a successful outcome, the CIU issues Approval in Principle, at which point the applicant completes their chosen investment. A Certificate of Registration is then issued, and the applicant takes an Oath of Allegiance as part of formalizing citizenship.
